| HIV/AIDS is more than a disease. It affects all aspects of a society and is ultimately a
development issue. In this regard, its prevue exceeds the Ministry of Health, although it is
this ministry that initially is most concerned with this problem. Ultimately other
ministries are likely to become involved; although the involvement of all ministries is not
equal and may change with time and with the stage of the epidemic. In order to involve
appropriate ministries and segments of the society at the right time in the efforts to
control HIV in Pakistan it is desirable to have prior understanding and cooperation in
these ministries regarding the activities of the HIV response. This way when appropriate
activities are required that fall into the prevue of different ministries, they will be able to
act quickly, efficiently and in coordination with the other actors. The overall coordination
of these efforts is with the MoH. It (with provincial DoHs) will operationalize the following committees: |

- National Steering Committee on AIDS
- National Technical Advisory Committee on AIDS (TACA)
- The Multisectoral committee
- TACA sub-committees
- Provincial Steering Committee
- Provincial Technical Advisory Committee (Provincial TACA)

The MoH will provide the leadership for the national response through the NIH/NACP,
and by the DoHs through the PACP in the provinces.
The National Steering Committee on AIDS will be headed by the Minister for Health
with representation from other ministries, provinces, NGOs, donors and PLHIV. It will
provide a forum for policy review, formulation and coordination between ministries and
will meet at least once a year. The national and provincial project implementation
partners would formulate their annual implementation plans in line with the NSC
directions. Provincial AIDS Committees (PACs) will be established to provide provincial
leadership.
The Multisectoral committee will allow programme managers from within the Ministry
of Health to collaborate and cooperate on issues that fall under their prevue but are
related to the fight against HIV/AIDS.
The TACA comprises of 5 subcommittees that include: policy, care and support, capacity
building, vulnerable/most at risk populations, and monitoring/evaluation and research.
All PACPs and other implementing agencies would meet bi-annually to take stock of the
progress made during the year and finalize plans for the next half, and coming year.
During these meetings, beneficiaries would also be invited to give feedback and
contribute towards improving implementation. The programme plans would be kept
flexible and amenable to modification as necessary to meet the demands of the changing epidemic |
