Response to HIV is complex and multilayered. It involves many paradigms that have
seldom been tried before and the scale of operations place unprecedented demands on the
government and its partners in civil society. In order to meet the challenges of
management of the response, a number of trainings of public sector and civil society
managers (those who are participating in the government funded programmes).
Additionally an important function of the NACP/ PACPs is to provide guidance for HIV
related programmes, surveillance and research. In this regard they must evolve to become
the premier technical guidance body in the country for all HIV matters. This model has
been successfully implemented in China and the United States, where the government’s
Centre for Disease Control is the principal technical guide to the nation for a variety of
diseases. In this regard a number of activities are underway at the NACP including hands
on participation in surveillance and research, monitoring and evaluation and others. This
PC-1 component provides support for these capacity building activities so the NACP technical staff can share experiences nationally and internationally.
