In the first Enhanced Programme, advocacy was focused on public health officials in federal and provincial ministries (health and others), to parliamentarians and other key opinion leaders and decision makers. These efforts resulted in greater acceptance and facilitation of HIV programmes at these levels. In fact, in some communities the HIV prevention message is being conveyed by community and religious leaders.

Drawing upon the lessons from the first Enhanced Programme, the NACP and PACP will

  • Advocate to decision makers (politicians, senior public officials) facilitates the conduct 14 of existing programmes and in planning for newer programmes; and

  • Facilitate key groups (those described above, as well the general public at large) in understanding the need for HIV prevention, the kind of strategies that are needed for HIV control and the roles and rights of those at risk, infected or affected by HIV in the community.

  •        

    NACP support advocacy based on a coordinated advocacy strategy that based on a research base to help identify key areas and activities. These activities will be in the form of packages that will be targeted at specific groups such as parliamentarians, uniformed personnel (including police), media personnel, educationists, religious leaders, civil servants and others that may be identified by the research. Additionally, some awareness raising activities will be implemented for migrant workers (via the Bureau of Emigration), as much of the original HIV came via infection of repatriating migrant workers. Finally, some events will be organized such as the international event: the World AIDS day, which allows HIV/AIDS awareness activities from around the World to be coordinated and serves a key event to synergies with the private sector HIV/AIDS activities
