is responsible for the procurement of services for SDPs and all kind of lab supplies: kits, chemicals, consumables, medicines, equipments and other items for NACP all surveillance centers, labs, hospitals and treatments centers in federal as well as provincials, northern areas and FATA.
 
 
Goal/Objective:-
 
 
a). To ensure timely procurement of goods and services by optimal utilization of financial resources through open market by tender and through UNICEF
b). Assistance in procurement of goods and services from the initiation of demands/ TOR’s to the award of contracts.

 
Rules/Guidelines followed:-
 
 
a). As the major funding partner of the project is World Bank, hence the guideline of World Bank are followed for the procurements of goods and consultant’s services.
b) Where 100 % PSDP is involved i.e Small Gants, purchase of Stationery and consumables; PPRA rules are followed.

    Long Distance Truckers Project:-
     
     
    Expression of Interest (EOIs) of Long Distance Trucker Project was advertised on 9th November 2008. The approval for the constitution of Evaluation Committee from ministry of health is awaited.

     
    Small Grants:-
     
     
    Proposals for “Small Grants” were advertised on 13th October 2008. The proposals have been received and evaluated.

     
    Research Advocacy and Communication:-
     
     
    An amount of RS 630 million has been allocated for “Research Advocacy and Communication Campaign” in the revised PC-1 for 5 years. The Programme requested the World Bank for Technical Assistance for the preparation of TOR’s of the Research Advocacy and Communication Campaign in September 2008.World bank has agreed to provide Technical Assistant through DFID funds. The consultant has submitted its reports. TOR’s are under review and will be submitted to World Bank for NOC.

     
    Monitoring & Evaluation and Third Party Evaluation Firm:-
     
     
    Monitoring & Evaluation consultant has been hired by the World Bank. TOR’s are under review in light of decision in the World Bank Mission wrap up meeting under chairmanship of Secretary Health.

     
    Cost Extension of Contracts :-

  • Capacity Building & Contract Management (Anjum Asim Shahid Rehman)
    The cases for the cost extension of contracts for the above firms till December 2009 have been regretted by World Bank & Ministry of Health and all these projects stand closed

    Procurement of ARVs
     
     
    Currently about 3200 peoples are registered with HIV/AIDS and among 1381 are under treatments. NACP is providing ARVs support to these patients through Global Fund R-3 continuation of services proposal. ARVs amounting 258,000 US $ from FG COS fund are under process from UNICEF and will be received soon. This will cover about 650 patients. To fill the gap DFID has also showed concern and new MOU amounting 450,000 US $ is under view by World Bank and shortly will be submitted to UNICEF for final signature.
